In Northern or Central Arizona, as in the rest of the state, you can’t simply pick up a hammer and go to work.   • One municipality might require a permit for finishing a basement.
  • Another might not, or might only require it for certain scope (e.g., adding plumbing or electrical).
  • The state doesn’t force every municipality to have identical rules for the same project type.

Local amendments and enforcement are why you have to check your specific city or county building department instead of assuming statewide uniformity.

Here’s how it works:

State of Arizona: Adopts building codes (based on the International Building Code and related standards) and allows local governments to make amendments.

City or County: Your municipality or county adopts its own version of those codes and enforces them. They decide exactly what requires a permit and how to apply.

Permit Issuer: If you live inside city limits (Flagstaff, Cottonwood, Camp Verde, etc.), the city’s building department issues your permit.

If you live in an unincorporated area (like Cornville), the county building department (Yavapai or Coconino) issues it.

Kitchen Remodels: Yes, if the work qualifies as a “Remodel” (listed under $75 deposit projects).

Bathroom Remodels: Yes, same as above, if it involves a “Remodel.”

Finish Work (Painting, Wallpapering, Tiling, Carpeting, Cabinetry, Countertops, etc.): Not listed. Likely no permit if purely cosmetic.

Decks: Yes, listed under $75 deposit projects as “Deck” and “Covered Deck/Patio.”

Roofing: Yes, only if it’s a “Re-Roof with Structural” changes. No permit if just replacing same-material shingles without structural work.

Windows & Doors: Not listed directly. If part of a “Remodel” or structural change, a permit is required.

Finished Basement: Yes, if part of a “Remodel” or “Garage Conversion” type alteration.

How Much Time do I Have to Complete a Home Improvement Project in Coconino County?

Residential permits are valid for 180 days from the date stamped on the permit or from the date of the last inspection. Every inspection resets the 180‑day clock. If no inspection takes place and your permit expires, you will need to renew it, and there may be fees to do so.

If you do not pick up or pay for your permit within 180 days of when you were notified it’s ready, the permit will be marked “abandoned”.

This is true for general residential home improvement permits, including kitchen remodels, bathroom remodels, decks, roofs, window or door changes, or finished basements.

Important Note: These rules do not necessarily match the City of Flagstaff policy. The City of Flagstaff handles residential permits a bit differently: they expire after 365 days, with a possible 180-day extension and, if you pay half of your original fee, an additional 365-day extension beyond that.


Yavapai County Building Permits & Regulations

Which of These Projects Requires Permits in Yavapai County?

Kitchen Remodels: Yes, if the remodel involves changes to plumbing, electrical, mechanical, structural elements, or layout. Cosmetic-only work likely does not need a permit.

Bathroom Remodels: Yes, same as kitchen remodels. Required if plumbing, electrical, mechanical, or structural changes are included.

Finish Work (Painting, Wallpapering, Tiling, Carpeting, Cabinetry, Countertops, etc.): No permit if purely cosmetic. If part of a remodel with system changes, a permit is required.

How Much Time Do I Have to Complete a Home Improvement Project in Yavapai County?

In Yavapai County, all permits expire if no construction activity starts within 180 days of construction permit issuance or if no valid inspection occurs within 180 days after the permit expiration date.

After the initial 180-day period, up to two possibly consecutive additional 180-day permit extension periods may be granted with a written request and valid justification. All permits expire after 3.5 years.

An expired permit can be renewed only once within a year if there are no changes in the approved plans. An extension requires requesting prior approval online, a $100 extension fee, and the extension is subject to approval.

Failure to comply may result in code violation notices, code enforcement hearings, and possible fines.


Navajo County Building Permits & Regulations

We gathered the answers to the following directly from Navajo County’s website. If the remodeling or construction value of the project is estimated to be more than $1000 for labor and materials, then a building permit is required.

Similarly, any accessory buildings that have any electric, plumbing, or any utilities, regardless of size, would also need a building permit.

Which of These Projects Requires Permits in Navajo County?

Kitchen Remodels: Permit required if labor and materials total over $1,000 or if plumbing, electrical, or other utility work is involved.

Bathroom Remodels: Same as kitchen remodels and required if the value exceeds $1,000 or if utilities are involved.

Finish Work (Painting, Wallpapering, Tiling, Carpeting, Cabinetry, Countertops, etc.): No permit if total project value is $1,000 or less and no utility work is involved.

Decks: Permit required if value exceeds $1,000 or if attached to a dwelling and meets code-defined criteria.

Roofing: Permit required if value exceeds $1,000.

In Navajo County, the rule is to start the work as defined on your approved building permit job description within six months of the issuance date. Permits that grow dormant for one year are void.

Permits that have had no inspection activity in a six-month window are considered closed. Closed permits can be reopened by paying an administrative fee, but the project can continue as described on the original permit.


Gila County Building Permits & Regulations

Decks: Yes, if part of an addition or new construction. Likely required if attached to a home or over a certain height.

How Much Time Do I Have to Complete a Home Improvement Project in Gila County?

Your permit is good for 180 days from the date of issue, and if you start work and receive your first inspection without issue, your permit will remain active as long as you continue to call and receive approved inspections.

If you stop work on your project for more than six months, your permit will expire.  If you have unforeseen problems arise with your project, or if there may be an extenuating factor limiting or delaying your project, for example, a serious illness or loss of income.

You may be able to have your permit extended free of charge.
